Foreign Office, June 8, 1910. YOUR telegram No. 101 [of 25th May: Opium in Kwangtung], penultimate-

sentence.

India Office point out that condition or reservation expressed in paragraph 13 of extract enclosed in India Office letter of 6th April referred only to consolidated import duty on Indian opium, and was meant to reassert position taken up in 1907 that Chinese Government's proposal to double existing duty of 110 taels could not be entertained unless and until taxation on native article were correspondingly increased.

Pending instructions on your telegram No. 95, you should continue to act on assumption that no change is contemplated in treaty rights secured by Chefoo additional article, and should instruct consul-general at Canton accordingly.
